Blue and Yellow, Green Night Vision Goggles: Standard Henchmen.

Yellow and Green, Full body bio-suit: Bio-Chemical Henchman/Hazardous workforce henchman.

Red and Black, Red Night vision goggles: Elite Henchman.

Black and Green, Digital HUDS: Personal gaurd.

Now, let's see if anybody geusses what game I'm refrenceing,

Your a fool. No offence but have you ever watched anime or played video games? If you
are going to make an army why not only have elite troops. When have you ever heard of somthing good happening to a ruler with crappy henchmen? They only aid the hero who is after you. They provide a learning curve to your defeat.
And who said my standard henchman woulden't already be elite?

I'd have to say black jeans, white t-shirts, red hats (varied styles, depending on your division), bullet-proof vests for the combat divisions, sidearms, assault rifles, and as a surprise, the Spetsnaz ballistic knife in their boot, plus various bladed weapons depending on personal preferences.

"First you look good, then you kill good." As my father used to say.

There is a psychological advantage to wearing red, it's intimidating. Orange supposedly provokes hostility, so I will drop orange paint bombs on my enemies to give my troops a little extra incentive. I'll be running the country in 2 days, through the power of colour.
Blood will not show very clearly on red, so your troops won't be discouraged as much if they see a comrade shot, and the enemy will think their bullets aren't having any effect.

Bravo, Sir. Bravo.

My troops would be dressed as butterflies, just to freak the fuck out of these people. http://www.ihatebutterflies.com/

personally... i always thought, dress my regular minions up to look like ninjas... once they live through a few missions make them wear a pinstripe black(grey stripes) suit with a tophat and a monocle, with a black cane... nobody would ever suspect them... :D... of course i also thought of just putting a cybernetic brain package into hardened criminals to add a kill-switch and an adrenal booster... and just letting them loose as assassins... but hey... I may just be lying on both points and already have my army amongst you... nobody will ever know my REAL plans..

normal henchmen:Yellow space suits with gas masks and a gas tank
commanders:black with gas mask gas tank and a transmission antenna
Elite:Red with yellow with a shield and a gas mask
Snipers:camo, racing helmet and a laser sight
Genome Soldiers:Blue Skin, helmet, mechanical backpack witch can heal you, make ammo and make guns, black armored trousers and a Assault rifle on witch is a sniper and you can add a grenade launcher, shotgun,a electronic laser beam and a rocket launcher.Plus he can consume air in space and put computer chips when his comrade dies from behind their head to put them on his gun, helmet or backpack, and the died soldier lives and controls helmet, backpack or the gun

I guess nobody will guess what game im ripping off

Don't know why but I would have them in a deep purple. It's a nice colour and it's on my mind for some weird reason.

Personally I would go with all blue and silver armor for my legions of doom, but in accordance with the evil overlord rules, the helms on said armor would always be made of clear Plexiglas so I could easily see if my arch nemesis was disguising as one of my goons.

If I had henches, I'd either give this Shaman clothing: really long, itchy robes.
or, you know, the stuff you'd see an idiot wear, low riding pants, strangely positioned hat, bling, all that chiz.

third choice: White and blue pieces of armor.

Worst case scenario: Give them Green Armor of Spartans (Or G.A.S. for short.) or Orange Jumpsuits.

I'd have my minions color-coded for my convinience.

All minions would be pigeonholed into three cathegories: military, science, and social (the latter are lackeys, spies, diplomats, and whatnot). Yes, i've played Evil Genius. Scientists would be dressed in blues, social minions - in greens, and military ones - in reds. The clothes would darken with rank increase (for example: repairmen would wear sky-blue, physicists - navy blue). Secondary colors, meanwhile, would be shades of black and white, and they would lighten with rank increase (for example: repairmen would wear black shirts, and physicists would wear white shirts).

It surely isn't good camouflage, but shut up! It's stylish! Or maybe it isn't, i'm not entirely sure.

I'd go for lycra bodysuits with horizontal lines that are pink and black, so that they would strobe and cause fits.
That would be the uniform except on Casual Fridays where my henchmen can wear whatever they want, within reason. Nothing silly please.

lol you spelt colour wrong ¬¬ :p
no he didnt. there is more than one spelling..
colour is the European spelling, Color is the American spelling.

(if you set your dictionary to UK then Color is flagged as incorrect, whereas a US dictionary flags Colour as wrong)
phonetically colour is correct, color is something you would find at the neck of a shirt
I think you are thinking of a collar. Like the collar of the shirt.

EDIT: Actually forget the last part, I have just realised you have already been informed. I shall send a strobe style henchman round to you with apologies, so look out for him.

Dark grey with black boots and gloves. And a large symbol consisting of series of red and white concentric circles positioned in the center of their chests, symbolizing their bravery and strength radiating out from their core.

...or at least that's what I'll tell them the bullseye means. Hey, I'm an evil overlord, I expect the heroes to slaughter hundreds, if not thousands, of my minions. I'm just a little more forward about that knowledge than most.
