Computer Question, HELP ME!

So on Windows Vista there`s this tool that lets you change the....I guess you`d call it `layout`(or something) of the keyboard, like for example, you hit the question mark key but instead of a question mark you get this...É....now I accidentally closed that one day and now I can`t fix my keyboard unless I restart the whole computer. Anyone know how to get the tool back onto my desktopÉÉÉÉÉ

EDIT: Another question, Whenever I play TF 2 (and so far it only happens when I play TF 2) my computer will start making this very loud noise, I think it might be one of the fans, I have no idea why it would make that noise because last week it never made that noise, only this week it just started to. Any ideas

I'd have to hear the noise to making any diagnosis on this, could be the fan, or it could be the hard drive, or CD drive... If it only happens when you play the game it probably is the CD drive or if you have a video card with a fan on it it may be that.

Problem with most hardware problems like this is that most often you need to be physically there when the problem occurs.

If none of these suggestions work, then lob your computer out of a 5 story building into a pile of horse shit, and then buy a new one that is more reliable (I.e. With XP or...
