She shouldn't have tried to get away, it's true; and he was trying to stop her from resisting arrest. I think what happened was unfortunate, but I doubt he meant for any super serious injuries to occur. It's probably not likely that he set out to put her in the hospital. Hopefully the 'vegetative state' is a exaggeration and she makes a recovery.
But another part of me feels like if he was physically capable, he wouldn't have had to bust out the taser to subdue her. It kind of felt as if he was letting it do the job for him. I've seen far too many overweight policemen who can't really do the jobs they've been trained to do. Since being able to run seems to be part of it. Then again, they'd probably sue the department for discrimination if they tried to ask them to lose weight and re-take physical training courses.
