Could a Doctor who game work for 7th gen?

He didn't say "Doctor Who isn't violent"; he said "the Doctor avoids violence". While it's true that in pretty much every episode of Doctor Who, someone is going to die, the Doctor himself never uses violence if he can avoid it. Off the top of my head I can't think of a time he's used a gun, and even in Genesis of the Daleks, when he had the opportunity to prevent their creation and save untold millions of lives, he was still reluctant, because it would mean committing genocide.
Colin Baker's Doctor kills the cyber leader with a cyber gun in his cyber tardis... no just tardis (even though supposedly guns dont work in the tardis, but that rule got pissed out of the window for that season)

I could see a first-person Doctor Who game possibly working as a stealth/puzzle game, as (insofar as I know- I've only seen a few seasons myself) the Doctor himself does his level best to avoid direct violence and killing. It would be a weird kind of Thief game, only with even more snarky quips and less stealing.

Aside from that, I imagine that only an adventure-game format could work, but as that's not my preferred genre I'm at a loss as to how to pull it off successfully.

No, I think it would be rubbish. The point of Doctor Who is that with the TARDIS, he can go anywhere at any period in time. There would be absolutely no way to program that kind of freedom into a game, and without that freedom, the magic of Doctor Who is lost.

If the makers of Indigo Prophecy and Heavy Rain or the maker of Longest Journey made a Doctor Who game, in those styles, I think it has absolute potential.

Heavy Rain looks fantastic, and I could see a sci fi epic in the making if they took on the Doctor Who Franchise

Actually for the most part the Tardis takes the Doctor where it wants, but if you had a story driven puzzle adventure game done the way Indigo Prophecy was done it would work like a charm.
Just dont expect to be running around blasting Cyber-men to pieces and expect literally hours of dialogue trees and puzzles.

They never did get round to making the oh-so-inevitable spinoff with the Doctor's clone soldier daughter. They could do an FPS/RPG with her character.

There's no difference.
There is, as in the old series he threatened with weaponry many times and used them at least 3 times, but i was also thinking that not just the doctor would star, but the companions and enemies could also feature

Considering the Doctor has a thing against killing people, answer is no.

Unless it becomes a puzzle/platformer.
Tomb Raider - Tits - Violence + time travel = Dr.Who game.

Well mabey you do'nt need to make the Doctor the main character, you could play as someone else and just see the doctor every now and then or mabey play as an companon.
