Im sorry if i sound patronising but criminals will shovel their dirty money into legit buisnesses these buisnesses pay taxes and look squeeky clean usually casinos, night clubs and bars etc. These buisnesses are known as "fronts" and produce a legal taxable income for the dirty money so the IRS doesnt get suspicious when you havent paid a penny of tax but your driving a solid gold rolls royce phantom. So basically criminals pay tax and its a pretty big deal unless they actually want to get caught
However that being said GTA does not stand for "good tax accountant" which i think we would all agree would be a pretty dull (but well paid) job IRL never mind a video game

If you want all of that stuff just play second life but a game needs to be a game, not a sim.
Again, you're playing GTA, not saints row ... you're a small time crook, not the don of the Mafia. You steal, kill, some light graffiti and smuggle drugs, not control the import and export of money and drugs.
That is getting off point, my point was you're meant to be breaking the law and not filing tax returns.
