If you were to build up a civilization to the medieval era based off a fictional or historical civilization, what would it be? How would the government be set up? What would your army be trained in. What armour would your troops wear? What techniques would your army use to win a battle? What would the climate be or what terrain would it be located? What would your economy be like? What material or food would your economy specialize in? What would the foreign policy be like? How would you handle criminals? Expand your imagination and create a country.
Just throw out some ideas.
Remember that these civilizations are based on other civilizations, or just completely made up. Be original, don't make a civilization that is based on Sparta, and then have them be the exact same as the original civilization. Expand, modify, and build a new culture.

If I was to make a civilization, it would be based on the Spartan culture. It would be controlled by a council of 11 men and 9 women. Each member must be elected by a community vote, and they must be over the age of 30 and have graduated college with flying colors or served as an officer in war.
The government would be set up to support the army the most. This military is optional, but it is strongly suggested to join. But there is also another place to go, college (explained later). By joining the military or college, you gain the ability to vote, to drink, and to be married. The warriors in this army would start training at the age of 13. If you miss the cut-off, you miss the army. Training would take place for 5 years until the pupil is ready for war. At this point, he would join the ranks of his brothers/sisters (BTW, women ARE allowed in the army). Each pupil would have learned a certain skill that others do not. Most are trained to be a normal fighter, others are trained for medicine, or command, or sailing.
-The main weapon of these soldiers would be a 7-9 foot spear with a strong shield. Each soldier would also be given a short-sword and some good steel Armour.
-Ranged units will be given a large set of javelins and hide behind the main bulk of the army. After so much training, these units will be able to hit a target 35 yards away. Very accurate and very strong.
-There will not be any cavalry units.
The education would be set up simple and easy. If you join a college, you have to work hard to graduate. Failing the college means being kicked out. From here, you will not be able to join the army because you are to old. Basically, you fail - you work as a labor worker.
Each college has their specialty. If you join science, you are taught in the ways of science. If you learn trade, you work in the ways of trade and marketing. If you join manufacturing, you learn how to build, engineer, and many other things. Simple and Easy.
My civilization would be in a place full of plains great for farming. The cities have walls all around with the houses being on the outside and important buildings on the inside. The capital building is right in the middle with a second wall surrounding it for protection.
The foreign policy of this civilization is also simple, don't get involved unless you or your allies are involved. Trade with all unless the group you are trading with is in conflict. IE Don't trade with someone if they are in a war, because someone WILL attack you.
Criminals are also simple, if you are caught doing something, you are drafted into labor or war for some time. The criminals get to choose which they want because each has their benefits. For instance, if you stole a purse, you can choose labor for 5 years or war for 2 years. Labor means you most likely won't die, while choosing war, you get no training and are sent out on semi-suicide missions (kinda like bad company).
