All of these ideas would feature campaigns that flip-flop between both sides.

Sewer people vs the NYPD

French people vs Canadians and depict both sides as full of bloodthirsty awesomely skilled soldiers.

Play as a zombie on the zombie planet during the human apocalypse.

If you are trying to base your game in a modern military setting, and you need a lot of enemies to fill up your levels, there are really not too many places to look. Africa, Asia, South America, and the Middle East are sort of the only places that a modern military could realistically be conceived to need to fight. Maybe Mexico, but you'd still just be fighting brown skinned people, which is bad for some reason, right? There just aren't any European terrorist states.

I mean, you can make it right wing nutjobs or a PMC or something, but the scope of the story would have to be pretty small.

All of this is assuming, of course, that the protagonist would be from the United States or some other western nation.
Why not a game where some crazed dictator ends up leading Great Britain, and decides he wants to restore the country to it's former glory by rebuilding the empire, starting with Europe. A western nation fighting other western nations could work. It doesn't have to be realistic, you could even set it in an alternate timeline. It can still be modern day, just with different politics in play.

Tea party guys, think about it, they are all armed to the teeth, roundly despise the UN/EU, and are lead by crazy people!

They are almost as good as the amish as an antagonist force because they will never know they are having the piss taken out of them, because videogames are what cause all of the shootings and gun violence in the states (obviously, well done), so why would they play them?

Of course, since that will never happen, lets just say the French, because... France

I think this is where I get hung up. The western world as a whole doesn't consider Russians as a minority, considering they make up a population close to 150 million or so. The United States considers them a minority because, well, they aren't American. So this is my crossroads: is the question tailored to the western world as a whole who have a good grasp of how the world is outside of their own countries or just the United States who anybody is a minority if they aren't pure, white bred American?

In both cases I would say China. I think the U.S. knows enough about China to realize there are over a billion of them and the western powers are certainly not happy with their economic boom. China is easily on the verge of becoming the next super power if they're not already considered this and the fact they're communist is just icing on the butter cookie of ideologies for America to disagree with in the next Shooter Guy game. Yup, I would say China.

The problem I've had with most modern military shooters is that there are never any high stakes to be had. Each and every one I've played has revolved around fighting foes where victory is assured.

Terrorists? We outnumber them and have vastly superior tech.
Russians? We have vastly superior weapons and airpower.
Arabs? See Russians.

The only really viable threats would be the European Union (possibly fighting in a civil war within the EU), Americans (again, civil war), or China. Two of these will never happen; you would never sell a game to the West (who are the world's largest consumers of these games) when your foe is American or Western European

Ninja Nazi Mutants From Space riding on Robotic Zombie Dinosaurs. Their weapons of choice would be electric guitars, vuvuzelas, shoes and sticks. Their leader is a greased-up Justin Bieber clone wearing nothing but a speedo and going around teabagging everything.

Because fuck faux realism. This would be way more awesome to shoot at than random human soldier #249481/B.

It is not so much the brown skin as it is the fact that in pretty much all modern shooters we play as the American hero saving the world by going to these arab/russian/african countries. What I find especially grating sometimes is how this is portrayed. CoD MW3 has a good example. I am being attacked by 50 arabs. My team of 3 kills all of them because they blindly run into open fire, my American heros do the same but bullets merely make them trip while the enemies drop like flies. I get hit by 10 bullets, crouch down for a couple of seconds and voila all healthy again. Now I understand those type of things are game mechanics but it is getting tiring seeing always the same American soldiers cracking wisecracks inbetween firefights where they easily killed a 100 oppenents, took 50 bullets in their knees and are on top of the world.

Near-ish future servant and military robots fighting their enslavement by mankind. They'd be portrayed tragically. For extra variety, instead of the expected New York, use Japan as the setting - you can still get an American protagonist by having the United States intervene in the conflict.

What I would personally like is a very limited conflict over an area of maybe 300 square miles, tops, set in a single country embroiled in civil war. The country is named and the conflict seems realistic enough, but there is no real question of morality brought into it: you just happen to be on one side rather than the other (perhaps the losing Government side, fighting off rebels as they push you back).
Then about 2/3's of the way in, the NATO intervenes against your side, and so you are now fighting NATO.

The main difference here is that you play as the losing side: every single mission you manage to complete, and yet despite your battles, the war is lost more and more, and the ending has you finally being shot and killed.

I'd pull a revolt plot, where a faction of the US military broke away from the main and is actively trying to overthrow the government. Backed by civilian militias they have split the country into a new civil war and other nations are actively trying to either help the proper government or support the rebels. Would make for an interesting game where no side is really "good." Better yet have the player choose who to side with based on the propaganda provided by both sides.
