May seem like a generic Vault, good food, good water, comfortable living, until later, when the entire population realizes: There's no Overseer! nor is their any security. efforts to build an organized goverment in the Vault become short-lived. The entire Vault population shortly goes crazy and anarchistic as a result and find themselves killing or stealing from each other.

when the massacre stopped, the remain Vault survivors exit the Vault and later become Raiders.
