I've ran into Dragur Deathlords at like, level 8. I don't much think that their appearance is scaled.
The tombs usually have draugr of growing difficulty leading up a "final boss" who is usually hard, sometimes quite hard. While some crypts just end up being hard and having hard to defeat deathlords toward the end, at higher levels I noticed the deathlords were just out wandering the hallways from the get-go. It's definitely scaled to some degree.

You can totally lean heavily on crafts and survive in the game by the way, but just like anyone is likely to do when mostly a tradesman and forced to confront combat: focus on stealth and asymmetric combat. Craftsmen, like rogues, do it from behind.

Draugr's Delight

You make it sound like it's hard. It's not. The game is in no way, shape or form that hard nor is it unforgiving. You're just not using the skills you have properly. I think jandau puts it well:

Well, yeah, it is possible to corner yourself, or at least make your life harder at some point. The question you should ask yourself is "How can my skills benefit me when out in the world". You leveled Smithing? You should be able to craft awesome gear and then upgrade it to insane levels, giving you an edge in combat. You leveled Alchemy? Shouldn't you be chugging potions that boost all your stats and damage while giving you every resistance imaginable? You leveled Speech and Pickpocketing? Shouldn't you be using all the money you make with those skills on better items, better spells or simply training in combat skills?

Make use of all your talents, even the non-combat ones.
I leveled smithing. Guess what? I can take a 40 damage sword and turn it into a 386 damage sword. If you think that doesn't help in combat I urge you to go back and try your jewel salesman again. You can make potions to double your hitpoints, double your melee damage. You can spec your resto so that you never run out of stamina. There are very few skills in this game that WON'T help you in combat. And at least if you've mastered speech then your decapitated head should have minty fresh breath as it rests on the floor of the horrible monster cave.

Skills like blacksmithig, alchemy and enchanting are the path to being truly op in this game and you're calling them a hinderance? Strategy amigo, strategy.

some how bethesda, king of RPGs, has missed the point. If you enter an area and have trouble, you should be able to go grind on a couple of side missions and then retry. If the side mission level up at the same time, you just pant yourself into a corner.

Even in 2016 on Xbox One, this comic is still as accurate.

[I was reminded of it while grinding out in Skyrim for achievements. Yes I'm THAT guy.]
