This is only partially correct.

True, there are cases of threads getting locked randomly or for no real reason.
But there are other cases of threads that really SHOULD be locked, that don't. (The aforementioned Jimquisition Adblock thread is an excellent example.)

Thread necros have gone up

And they're always from someone who's just joined and has only one post.

Isn't that a bit suspicious? Like someone making a new account each day to necro a thread with?

Why is it suspicious? I find threads on forums all the time while google searching. If I had joined and posted on the threads I'm certain at least some if not most or all would be necros. And guess what? I'd be a new poster with only one post.

For the number of people who visit this site and aren't regular members let alone posters, it really isn't weird.

So, what you're essentially saying here, is that there's a trap that a good portion of new users fall into.
Why not remove that trap altogether?

It seems silly to allow people to search for old threads, but then punish them for doing so.

Either allow necros, or lock all old threads so they can't be necroed.
Both, simple and easy solutions.

I want you to answer me honestly when I ask this: If you were to do what you say here, and you got an automatic warning for your first post on that forum, what would your first impression of that forum be like?

I never said I liked it or thought the way the rule is handled was great. I personally think in that particular case discretion could be used and an unofficial warning could be given and the thread sunk/locked, but I don't make the rules or say how they should be interpreted. I just follow them.

And besides, that's not what I was addressing anyway. You said it was suspicious as if there was a conspiracy or something. (I don't know if that's what you meant, that's just how I took it). There isn't it's pretty clear what's happening when that happens :/

Most warnings and locks I have seen recently were from necro'd threads, which to be honest, is breaking the rules, otherwise, its been fairly the same. I think the mods do a fine job...
