If Deckard is a replicant then it is reasonable to think that he was created just to catch the Nexus6 replicants and if follows that they would use something more sophisticated than Roy.
You'd think that if the authorities had a replicant created to hunt other replicants, he would:

1. look alot less like Harrison Ford and alot more like Mr. Smith (matrix);
2. be a state of the art model, instead of a weakling to get beat up by some pleasure replicants;
3. defeat the other replicants, without a shitload of luck and mercy from his adversaries;
4. be motivated to do his job;
5. have a kill switch (so no happy ending).

In the book, Do Androids Dream of Electric Sheep, Deckard is not a replicant. Incidentally, Harrison Ford and Ridley Scott butted heads about this very same topic; Ford said Deckard was a human, Scott said he was a replicant. The director's cut (which is AWESOME, btw) really gives the impression that Deckard is a replicant,
especially with the paper unicorn at the end
so in Scott's image he is a replicant, which I think would be an ironic twist. Personally I think that Deckard not a replicant in the movies per-say; the fact that he does not display nearly as much emotion as replicants, namely Roy, paints the image that Deckard is not human, but rather a sort of replicant in that his emotions and actions are the way replicants should act.

1. Elrond was too busy baking a cake for Bilbo Baggins.
2. He needed to find them not arm wrestle them.
3. Well, he failed to protect Tyrell so he wasn't up to the job. Human or otherwise.
4. I guess that Roy Batty wasn't motivated to do his job either.
5. Gaff let him go. If Gaff wanted to kill either him or Rachael then he could of.

Yeah I can really picture it now.

black tie #1: "Gee, should we build our top secret replicant agent on a combat model template or a basic model?"

black tie #2: "Uhm? Basic model?"

"Alright. Do we download the kung-fu/jc denton/awesome programming, or a alcoholic, depressed retired guy then?"

"Uuuhm. The drunk guy?"

"Great! Do you think we should install the remote kill switch, incase we need to remove the evidence of our nefarious plan?"

"Nah. He'll prolly fail his mission and die at the hands of the other replicants anyway."

Gaff: So, that replicant put Holden in the hospital. We need to find a replacement.
Bryant: What about Deckard?
Gaff: That burn out alcoholic? I think that we should just bring in somebody from homicide.
Bryant: Nah, Deckard. Just follow him around and spook him out by leaving a trail of origami animals in front of him and he will be fine.
Gaff: Oh yeah, that makes sense. That's why you deserve the big bucks boss!

Doesn't make alot of sense either I know.

Still, a secret government replicant is not a Deckard.

Glad to see we're on the same page. Why would they give their top-secret, more-human-than-human super-Replicant the drunk, depressed personality, rather than one totally motivated to do his job and do it properly?
