I found the extra battery augments extremely useless, since you still only recover the single cell. And if you needed to Typhoon someone, munch a candy bar, and do it. Wait for the one cell to charge, eat another and repeat.

But I just beat the second boss, and I have most of the useful augments. (Stealth/Pacifist run)

Seems the cloak is a big consideration here when it comes to Energy use. I played a mostly tech infused stealth run and didn't even buy the first level of cloak. I thought about it but made it through every situation without needing it so it was kind of one of those "Oh, I'm at what looks like the last boss here and I never did buy that Aug" things. The only time it would have been particularly useful in my experience was near the end with the packs of crazed enemies.

I also didn't bother with the Icarus system as I saw a few places it could be useful but not enough to make me pull the trigger on it.

I guess it's worth noting I didn't even consider the Typhoon system either. It just had no place in the sort of play through I was going for (though I initially thought I might snipe a bit, except the levels almost never really called for it.. and I decided to play mostly non lethal given the causes of most of the enemies you end of fighting).

I think that one is designed in the same vein as half of the EMP resistance one, i.e. not suffering any consequences of your own grenades if you were too close.
EMP Resistance does more than that, though. It allows you to walk through the electrical fields sometimes found in the game, and also helps a great deal with the second and final bosses. I can see Flash Suppressant being more like chemical resistance.
