Actually I don't know if I would count this as the first region locked publisher on steam. Valve region locks almost all their games. I purchased a copy of Portal 2 when I was in Europe, I came back to the states and it was region locked for me. Sad part is that I actually paid more than the US cost. And when I contacted Valve about it they told me that I had to use my 1 time removal of a title from my account and I had to purchase another copy of the game to use in the states.
Weird, I actually bought almost all of the Valve games from amazon.co.uk, including Counter Strike: Source, The Orange Box, Left4Dead and Portal 2
I also know friends that got some keys to some of their Valve games from those Key resellers, most likely they either came from Eastern Europe or Asia. First time I'm hearing about this.
