I just started a sorcerer in Diablo 2 and I just want to know the hest way to build her. I'm one for fire and lightning skills so anything using those would be best.

I've always had success with my Novasorc build.
Statwise, put every single point into energy (unless you have some equipment reqs in mind).
Skillwise, max up Nova, Energy shield and Lightning Mastery. Also put some points into Thunder storm and Teleport.

What is amusing is that after getting bored with a lot of other MMO's and ARPG's I recently decided to jump back onto diablo 2 as well just a couple days ago. Started from scratch and downloaded the Plugy mod. Took a bit to actually get it to work right graphically on my win7 pro 64bit os(found the glide plug in). If your not playing on battle net, I would actually recommend the Plugy mod. It will allow you to reset your skill points whenever you want by default. It also gives you infinite storage. It can do other things too, but most of the other things it can do require you to modify the .ini file for plugy(comes with a read me that outlines how to do whatever you want). But without modifying any files you can experiment with builds till you figure out how you like your sorc build. The only other issue with Plugy is that it doesn't work on the latest version patch(1.30d). It will work on the one previous version though(1.30c). If your just interested in playing single player or lan (with other people using the same 1.30c version) it's a lot of fun. And of course it works with other diablo 2 mods.

Personly I've always put everything into VIT and only put points into the others so I can use my equipment.

I think the best all round build is a frozen orb/meteor build if you want to solo hell
1 point into Warmth (you'll get more from equipment)
1 point into Teleport (you'll get more from equipment)
1 point into Frozen Armor (you'll get more from equipment)
20 points into Fire ball
20 points into Meteor
20 points into Fire Mastery
20 points into Frozen Orb
17 points into Cold Mastery (unlike Fire Mastery, CM only reduces an enemies resistance rather than upping the raw damage, therefore it is said not to be worth taking past 17, so I guess if you can get it near 20 after your +skills that'll do.)

Your Frozen Orb will be your main spell (Fire Ball incase of cold resist) and your Meteor will be the hard hitting spell you only use when your sure of a direct hit.

I can't help much with equipment as my sorc was always used for magic find but I guess a Shako helm is a must (or Peasants Crown), You can craft a 'Spirit' crystal/broad/long sword with some very cheap runes and a 'Rhyme' bone/small shield or Lidless shield are easy make/find. Magefist or Frostburn gloves. Arachnid Mesh belt if you can find one.

Just keep looking for stuff with, All resist, plus skills, regen mana, faster cast rate.
