Heroes are chosen to be the antithesis of there villains, believe it or not Vaan is more the Antithesis of Vayne than Ashe ever was.
It's what got Terra in over Celes and Locke, since she was more of Kefka's enemy.
FFXII isn't about Ashe being a hero, it's about Ashe being a villain and being turned from being a full blown villain by then end of the game by VAAN. Not Balthier who would require Cid in the game, not Basch who looks EXACTLY like Gabranth so hello clone character. Vaan.
Vaan was the one who let go of revenge, hate, and despair, he was the one who showed Ashe there was another way.
Do you wanna know WHY Vaan saw visions of Reks when Ashe saw Rassler? because the Occuria saw him as the back up plan, they saw him as the one who would carry on if Ashe failed, they saw him as the one to make huge changes, to 'save the world' to be a generic hero if you will.
he stopped seeing Reks because he didn't believe in avenging Reks and wiping out Arcadia, he met Larsa who was a good friend, he found out not everything was how it looks on the surface.
Like it or not, Vaan was integral to the plot.

Okay fine, FF12 needed some "Hero" representation to make up for the last game; but Vaan? Really? Even though its story was presented through his perspective (as far as I know, played about 3/4ths of it), he was hardly the focus of it. Balthier, Fran, or Basch would have been a better choice in my book.
Unless, SE is saving one of them as a surprise companion announcement ala Kain to Cecil and Tifa to Cloud.

A much better addition would've been Auron from FFX, one of the few redeemable characters in the game. Hell, even Setzer from FFVI would be better. He could use cards for short and long distance attacks (for the sake of variety), and he could even summon his airship for his EX Burst to bombard his opponents with canon fire.
Okay no. The definition of if a character is useless is if you can take them out and have there roll replaced by an object. If another character has to undergo rewrites to put them in, then they are crucial.
Example: Mission Vao, Zalbaar, Jolee Bindo, HK-47, Juhani and T3-M4 can all have there rolls replaced by

Revan the hero, Bastila as a framing reference, Carth to save your life and guide you, canderous to get you out of Taris and save you on the leviathan.
Vaan is needed for the game to have even happened otherwise
~Ashe would have become the Dynas Queen and unleashed magical nukes on the empire fully becoming a villain
~Basch would have rotted in jail
~Balthier would never have been caught stealing nethicite, he was caught because he argued and fought with Vaan
Vaan's presence cleared Basch's name (the only one to stand up for him once he returned from jail) and provided the example to Ashe of what she could choose besides total annihilation.
Vaan's job could not be replaced by say a piece of paper or a tooth pick, you would need another character. or undergo heavy rewrites
The requires characters in FFXII are
Vaan: The Ramza, because Ramza served the exact same point, to not be the big hero related to the big war and the huge rebellion, but to fight for a much more personal reason
Basch: The person who set VAAN on the way to doing things for other people, before meeting him he cared about nothing except revenge and a select few orphans. after meeting him his revenge disappeared and he felt as though he had no purpose in life, which lead to his development into the character that would influence Ashe
Balthier: without him Vaan would never have begun this Bizzare Adventure, he would have kept the nethicite, probably grown up into a punk or committed suicide by guard.
Ashe: The puppet of the Occuria basically, Vaan thinks if he follows her he'll find his purpose in life, but in the end he showed her how to live her life.
