This sounds rather a lot like what the bunny in my avatar picture can do. Except she does it with harmful light rather than brainwaves. And it doesn't kill, only mentally torture to the point of insanity.

its a combination of 3 things:
1) winged wheel
2) symble of chaos
3) in the middle there's the symble of mercury (its too small to see in the avatar, but in the original picture is noticible...
