Start with the ninth doctor because the series doesn't really start over until the eleventh and there's not enough of Matt Smith to be worth it. Plus David Tennant is awesome when you get to his series'

9th doctor rebooted things so watching from there will explain the McGuffins Plot devices Gadgets better as well as introduce the supporting cast which bleeds over from 9 to 10.

Ah, good old fan elitism
Ah, good old excuse making. It's never elitism until it's something you like, then the gloves are off. But I could see how you'd make that mistake, in this case though it's really just being observant. New Who is a really lousy show.
Hardly excuse making. What kind of retort is that. You can't give any reason why the show is bad so you just state is as fact and anybody calling you out on your bullshit as making excuses.

I don't like most of New Who by the way but am able to enjoy SOME episodes. It's snobs like you who talk in absolutes who just like to ruin shit for everyone else. Well you aren't smarter than other people because they enjoy stuff you don't. You're just a prick.

Seeing as this guy [http://www.escapistmagazine.com/profiles/view/TimeLord] is a friend of mine here I should know what he suggests. I forget however. He would be a great person to ask and frankly, I need to start watching it.

SO MANY DISCUSSIONS I'VE BEEN LEFT OUT OF! D:
Watch it then and stop complaining! XD

I was considering editing your first post with my opinions since you directed him to me anyway but I decided that that might be abusing my new power a little too much! :p

OT: Start with the 1996 8th Doctor movie. Why? Why not.

Then just start with "Rose" Eccleston's first episode as the 9th Doctor and work your way from series 1-6. After that feel free to go back to older episodes since you by now would have an idea about what the hell is going on!

Start with "Rose" of the first series from 2005, it's the first modern Doctor Who episode. Keep watching from there.
You've got time, the latest season doesn't come until late this year.
This is probably the best advise there's no real cut off then - otherwise the references back to Rose and certain other bits won't make (as much) sense...this is the best advise in the thread and I 2nd it
