Dragon Age isn't as hyped as ME2, so I wouldn't call it overhyped either. Dragon Age might not do anything "new" but it does everything so well that I don't care.
Both settings have room for expansion/improvement, so I think BW is doing a great job in that regard.
Mass Effect 1 had a great story, a cool level-up system, and nice environments (minus the copy/paste planets). It had mediocre combat due to infinite ammo and general inconsistency and had a sometimes frustrating inventory system.
Mass Effect 2 had a much sharper combat system and completely scrapped an inventory. It had much less developed environments and an extremely limited level-up system, not to mention almost no looting. The story was also pretty stupid and poorly developed (it was basically a narration by the Illusive Man).
So no, I wouldn't agree that ME2 improved over ME1 in every way, since they both have completely different, almost complimentary, merits and faults. The only commonality between them was poor implementation of resources (mako vs. scanning=both lose).
