I know this sounds completely absurd, but I just found out mine has.
I have a 26 inch television that I use for both PC and console gaming. And this.
Since I have had it, I used 720p for console and a PC resolution of 1600*1200.
I just found out my TVs maximum resolution is 1368*768 or something like that.
I switched it to that resolution, and it looks SO much clearer and less blurry.
But I still am very pissed at my TV for lying. I mean on my 360 I am even able to switch it to 1080p and it will tell me that is what it is projecting at. I guess I truly can't tell the difference from 720p to 1080p. But I am angry.....
So check your monitor's specs on the manufacturer website or whatever and see if your monitor is actually telling the truth.

My 27" lcd tv says it can run in 1080p but i'm not so sure. I'm pretty sure before i bought it, it maxed out at 1080i/720p. All the same whenever i load up a ps3 game that runs native 1080p my screen goes black for a second and says in the top right corner that its running 1080p. It's probly upscaling but oh well.

And back to the topic at hand: It probably has a chip that takes the signal and make it work the best it can.
