The people in Oblivion, you could be standing right there and they wouldn't notice...

That doesn't make the AI stupid, just that they're programmed not to notice you.

An AI that knows you're there from anywhere in the map is a less intelligent than one that can only notice you when you're in line of sight which, in turn, is less intelligent that one that only notice you when you're in line of sight and within a certain radius. etc.

So, that being said, the least intelligent AI in any game is probably the one in the original Pong.
