I'd say who ever is nominated will have attempts on his/her life, and possibly be killed to try and break down any sort of peaceful contact between us, and aliens.
And the aliens would be in considerable danger, too.
The council idea mentioned earlier might be the best, but then again, good luck on getting them to agree on something for long.
All we can do is hope Earth is prepared, IMO, and hope we get lucky. As much as I'd love to be hopeful, the human race ain't ready for alien life.
