Keep the level scaling and general leveling system. But make the enemy scaling on a toggle in the menu.

I love it, personally. Don't have to waste my bloody time with things beneath me in power if I have a solid build. For people who don't know what they're doing, level scaling can be a *****, I suppose.

Or for people who don't like grinding minor skills... oh, all those hours spent running around the countryside spamming LB over and over

Co-op play. Either a separate campaign from the single player or simply allow a second person to join you. However if so, it must actually perceive both of you in a way that feels natural a lot co-op play fails at this in my opinion.

Also please make females look decent in this one. So many games fail at female hair I had the exact same issue with my character in Fable 2 and 3 too.

-No "dumbing down" on any aspect of the game. Oblivion was a step down I didn't like - I don't want to see the series keep going down that path.

-I want to feel the sense of atmosphere and uniqueness that made Morrowind special. Just walking around Vvardenfell was one of the best experiences I've ever had in a video game. Oblivion had very little of that.

-More voice actors.

I really really love the Oblivion mechanics and would change nothing about it so its mostly just asthetic modifications.

I loved Oblivion and I loved Morrowind. I'd like Skyrim to be a combination of the best of both games. Plus a few more things
-variety of weapons and armor... Id like my spears back
-detached pauldrons, i liked mixing up my shoulder guards
-different mounts, more diverse breeds.... and just to throw it out there... Id like a dragon
-Many different guilds and factions
-More dramatic guild endings.... Oblivion gave useless things as the grandmaster of the guilds
-Necromancy
-Customizable armor and weapons
-Capes
-Able to buy ships, establish a trading company, pirates... I can wish... (its the point of this forum).
-I want my character to speak

#1 thing I want, and always wished oblivion had....

I want a village/town builder!

Start off with your pick of a few map tiles dedicated to village building.

Pick a place, start off with a hill with some shitty palisades and 2 guys. Build a living and breathing village/town. Construct houses, walls, gates, towers, resources, workshops, farms. Build your palisade fort into a fully functional beast of a stronghold.

And... to make it a little more fun... throw some quests in... defend against bandits/raiders, solve murders, recruit soldiers, decide what your soldiers armor is, pick your own banner to fly from your stronghold, host a dinner party or two?! Create your own faction? A little torture dungeon?

Morrowind had a few things like this... the faction strongholds, and the small mining village on the northern island. I just would like to go on a fun day of killing things, becoming the Brad Pitt of Skyrim, etc, and come back to my lovely castle on the cliff overlooking the ocean and my nice town and wash all the blood off and have my archers shoot at the paparazzi.... now I think we can all agree that....... that would be fun

Lose the leveled quest reward items. I can't emphasize this enough. The greatest example of this, for me, would be the Mages' Staff that you get from the Mages' Guild. You get it after you complete all the recommendation quests and get into the Mages' Guild proper. It is the ONLY staff in the game that you get to choose the enchantment for, even allowing you to get a staff of Paralyze if you wanted, and has a substantially higher number of uses (for any effect) than comparable staffs you find at random. In order to get the best effects, i.e. better than a random staff you find in a cave, you have to be LEVEL 18. The leveled Sigil Stones also pissed me off. This system is so inconvenient for me that I would prefer that any quest that you would ordinarily have an awesome, but leveled item as a reward, have a level prerequisite and a non-leveled version of the awesome item as a reward, like the Daedric Quests. Remember how good those were?

if they do cut fast-travel i want the world to be interesting.

A fucking diagonal walking/ running animation, this is my only annoyance on all the gamebyron engine RPGs. Other than that, nothing, I wanna see if Bethesda do a good job or a not so great job.
