Indeed - though the actual Winterised T51 armour is in game, just not accessible without the console. That means, over time, you can make his Repair skill max out and get merchant-repair only items like the coveted T-51b Armor repaired to the max.
The problem lies in that the armour in the room has the same stats as the one in the simulation, namely, 9,992,000 item health. It is in fact, the same armour, at least in the unpatched copy of Anchorage.
Long story short, Beth were lazy. Again.
Not a bug, just a screw up on the part of the Devs.
