Fallout 3 is a damn-fine exploration-based game. But it's not the main point of the game, sadly.
You couldn't tell watching me play. Most of the time I spent in that game was exploring weird locations.
New Vegas had more locations but they/it wasn't nearly as interesting a place to explore.

Minecraft is pretty obvious, 4 times the size of Earth.
8 times sometimes but as much as I love it there isn't much to see past maybe a few cool randomly generated cliffs.
Until the adventure update, then it may be a different story...

Fuel, 14000 square kilometers. You drive cars around an abandoned landscape with nothing but ill tended roads and occasional trucks
Not true. Having spent a long time driving around I have yet to discover a single pot hole in any of the main roads. They are better maintained than the roads I drive to work on. I figured there was some kind of union deal that meant the roads got fixed regardless of population statistics. That's what all the trucks are doing.

I found GTA IV and RDR to have good exploration in their own right. The fun of GTA IV was to look around rarities to the game itself, like enter-able buildings, iconic landmarks, and npc locations. Also, the mythology of the game was also interesting. I spent hours in the subway tunnels, hunting for "Ratman." RDR was fun, looking out across the vast western expanse for scenic canyons, and game hunting.
