How long have you tried playing it? It's important to remember just how POPs work, since they are the lifeblood of your nation, you are working with demographics which do very different things. Clergy educate and increase literacy, craftsmen work the factories - and you can
help to increase them using your national focuses and budget. Not enough soldiers? Raise military spending. Not enough clergy, raise education spending, etc.
The only thing Victoria II is really missing is more reforms, more goods, and greater political detail. There should at least be a head of state representing the country.
