On occasion they do. Read George R. R. Martin's A Song of Ice and Fire and you will see that bad people quite often win.

I used to want the bad guys to win in Power Rangers when I was younger, and totally still do, because it always looked cooler when they lost and it was always a good episode. Sadly, the only time I got my wish were the times when they came back with even stronger Zords.

I second this. Never have I desired to see the antagonists win until Avatar. Oh, and Agent Smith's victory would have been interesting to witness.

I think the bad guy should win because hes normally the good guy, only hes been pummeled by "ethics" and "morality" and "inhumanity" therefore hes somehow evil.
