Every new game from now on must be developed in a test-driven environment.

The development will take longer, but bugs should be immensely reduced.

Every new game must not have Disk-Locked Content. At least Day-1 DLC was made after the finished game was sent to the publishers. Disk-locked stuff is just a BS money grab.

Every new game must try to tell a great, timeless story, both through it's scriptwriting and it's mechanics.

Every new game from now on must have Nolan North in it. Oh, wait, that's already true.

Every New Game from now on must have a competent writer on the team that can blend story and gameplay effectively. Exceptions can be made for games that are meant to just be chaotic fun (Just Cause 2 and Painkiller for eg).

I want to change one word....
Every new IP from now on must stay with the original studio. There.

Every new game must have boss battles that are epic, lengthy, challenging and require a degree of strategy. Seriously, this is something modern games seem to fail at, Western ones at least (say what you will about JRPGs, at least they pull out all the stops when the big baddies step up to fight).

Every game from now on must end in a way that isn't a cop-out and is ultimately satisfying, with all the characters staying in character (Lookin' at you, ME3 and Prototype 2.)

Every game from now on must have a joke that is directed at the game itself in a self-satirizing nature.Being self-aware is an essential virtue in my eyes
