That looks like Mortarian to me. I'm pretty sure he never had wings, but it the whole atmosphere of the picture makes me think of the Death Guard. And he has a huge-ass scythe which I know Mortarian had.

Yeah it's Mortarian, I'm pretty sure it's after he became a Daemon Prince for Nurgle though hence the wings and the ton of flies beneath him.
