I liked Sephiroth no matter what anyone says

Reaver as well for the obvious reasons
no matter how many times he double-crosses, lies, thieves or murders
he's just so charming i want to forgive him
like a battered housewife i make excuses for him and pretend to myself that he only hits me because i make him

Actually, the Mojave chapter of the BoS is way closer to the Brotherhood from the original Fallout games than the DC chapter. You might call the DC Brotherhood's actions completely uncharacteristic of the actual Brotherhood. The main goals of the brotherhood are hoarding technology and being isolated, not helping the wasteland rebuild. Maybe that's why the DC chapter left.

yeah this seems to be what disnsey does best (well used to do best), Scar being my prime example
Personally, when it comes to evil talking cats (animated by Disney) I prefer Shere Khan.
hold on a sec did he voice Frollo from hunchback of notre dame? hes one of my favorite villans (form my favorite movie) because hes complex, though he cant make this list because hes just an evil bastard

Another thing is everyone seems to dislike the DC chapter for being do-gooders, but I can understand why they left, like with veronicas quest with the brotherhoods ways they cant go on, they would die out that shows that mbaye the DC chapter were on the right track

Vegeta. I know he stops being a bad-guy towards the end and was never /really/ a bad guy in the beginning but he's still sort of a douche but an awesome one.

Joker is already a common favorite and how could he not be.

Sarevok (he's just so unapologetic and badass that I like him even when I want to kill him)

When he wanted to join the party in ToB, I said yes in a heartbeat

And I felt pity for Loghain

Andrew Ryan from Bioshock. Not evil per se (although I'm sure that plenty of people disagree with me on this one), but come on, the man built a high-functioning (for a while) society under the sea. For the architecture alone this man is friggin' brilliant. I was seriously disgruntled that I had to kill him.

He was a hypocritical tyrant, but you couldn't help but be enthralled by his speeches and quotes.

The Dentist from Psychonauts, the character is so beautifully evil and insane. "I'm afraid that you are mad m'boy, it is all because of that brain of yours. It will have to come out!"

Of course the Joker from Batman: Arkham Asylum, this is mainly because of the the excellent voice acting of Mark Hamill, but the character look amazing aswell. I really felt sorry for him, the world really would be less of a gritty place if the Joker ever succeeded in one of his plans (to blow up stuff...)
