2. Ganon(dorf). He does too, in a lesser way
3. Silent Hill. It manifests your worst nightmares.

P.S. Not Bowser. Like Yahtzee said, he's even in your party in the RPGs. If he was always portrayed as completely evil, then I would go for it.

Seeing as how overlooked this game is, I dont know if anyone will recognize him or not. But I have to go with Sephiroth from Final Fantasy Seven.

Like I say, most people won't know who he is, and it can take a while to dig up anything about him on the internet, but trust me. He's one mean SOB.

God damnit. Everyone and their mother tries to destroy the planet. So what, he stabs some bimbo through the chest, boo hoo.

I would have to say that Curtis Blackburn from Killer7 is pretty damn evil. He works as an assasin, harvesting the organs of children who he buys/abducts from a local theme park. He gets the girls (rape is implied) and his partner gets the boys.

When his partner betrays him, he rapes and kills his wife and family, takes the bodies to a squash court where his partner is playing, tells him about the rapes and killings, throws his daughter's head at him then shoots him in the face.

He also frames his protoge, Dan Smith, for stealing from a crime lord, getting Dan executed. I think Dan was around fifteen at the time.

Oh, and he headshots a prostitute in his limo for no reason.

Curtis is pretty much a rape-murder machine who does everything for shits and giggles, making him one of the most psychotic, evil bastards ever.

Let's see Sephiroth top that.

I have a top 5. I picked these guys more for being the most badass, than being the most evil. If it was the most evil, i agree that Hitler would be number 1.

5.Cervantes(Soul Blade/Soul Calibur Series)He's an undead pirate with a pistol dagger, come on.

4.GLaDos(Portal)She is evil, and also very, very funny. She is one of the most hilarious villains in a game. Plus, Portal has the best end credit song EVER!!!

3.Bowser(Mario Series)I've always thought Bowser was really cool. He's big, reptillian, and he breathes fire.

2.You(Elder Scrolls IV:Oblivion)Sure, you can choose to do good in Oblivion, but you also have the choice of being a total dick. You can kill anybody you want(except a few important NPCs), you can steal anything you want, and you can briefly join the cult of the main antagonist in the game.

1.Ganon/Ganondorf(The Legend Of Zelda Series)Ganon/Ganondorf is, without question, the most badass vilain in a video game ever. He is immortal and returns throughout the series, he can use very powerful magic, and he is just an awesome character.

Ramon Salazar from RE4! He's not particularly scary or difficult to fight but he's so damn annoying...how often can you look forward to destroying someone just so you don't have to hear their voice again!

Now for a serious answer I'd go with Majora's Mask from Majora's Mask (duh). Not only does it possess someone who's already unsavory but it's going to destroy the world with the world's own moon!

The most evil villain has to be The Mechanized hitler in The first FPS Castle Wolfenstein. Evil in the game and in real life. Hitler will always win in Evil.
