From a historical cultural view, part of white on black racism included the belief that blacks were hypersexual, and black males dangerously so. It would make sense therefore that blacks became associated with bigger penises, where erect penises are symbolic of aggression and hypersexuality.

At least that's one perspective I learned in a university history class
