Well, its always been like that in education.

Their are kids who don't want to learn and those that do. Those that don't want to learn mess about, be the "cool kids", get poor grades and suddenly realise that they don't have much choice but to go into low-qualification jobs like construction, catering, the army etc...

The kids that do want to learn go onto college or uni, socially mature, have a good time, earn some good qualifications and get the good jobs out there. So in the end you get the working classes who failed at school and the middle and upper classes who worked at school and got good jobs because of it. Really, society needs a working class, so in a way its a good thing that there are immature kids who don't want to learn- after all, who's going to clean the streets?

Exactly, in Ontario. The majority of the schools in the States are strictly academic; the exact details vary from state to state and even from school to school, but in general, every single person does the same, boring stuff. The problem is method; our schools tend to teach by memorization, large amounts of work, etc. to the point of redundancy. The majority of people are not interested in this.

It's a recurring trend of people not caring and being lazy. Me i'm VERY lazy but when it comes to school and education i try my damndest to get my shit done despite my heavy laziness

Modern Medicine could be a cause of this, but you must remember that this is the reason that some escapists (such as myself, who would've died being born, if it weren't for Modern Medicine) wouldn't be alive right. I, personally, blame society. As we all know... THE SYSTEM IS BROKE!!!
