I think that's a glitch. I've found Enclave soldiers waiting outside Dukov's at level 2. As you can imagine I was less than thrilled. (still killed 1 and got away though).

It's not that it's harder on evil, it's just you make the world less hospitable and thus, find it's not as easy to get by in it.

Not really. You haven't said anything on-topic, which is whether or not harder things happen when you're an evil character. So... Yeah.

Depends if you want to be a real evil character.

A lot of side-quests would not be partaken with by a bad person, the Survival Guide for instance, no way would an evil bastard help some air-headed shop keeper write a book by doing errands for her. The problem is that it gives you plenty of XP.

The same goes for a lot of others, any quest that does not directly benefit you (XP does not count) would be avoided unless you get promised money or something first.

So if you want to be a real evil character then yes, it is harder because you will miss out on all the XP from doing the good/neutral errands.

You're just unlucky. I had the highest karma and people were still coming after me. I do think it's harder to play with bad karma though; if your karma is good, you can get Fawkes, which is basically an unstoppable force as well as an immovable object at the same time (that means he destroys every enemy without breaking a sweat).

Don't you mean "harder to be evil"?

I couldn't walk five feet in that game without getting good karma for something.

I guess being evil for me was harder, when I say evil I mean it was my goal to eradicate all life in the world. Every town every person Ghoul or Super Mutant. Death to them all.

Oh God yes. I rob every shopkeeper I meet blind (From 2 metres behind them, apparently crouching makes me TOTALLY INVISIBLE!) and still I'm an ambassador of peace. That said, I tend to do quests the nice way for the most part, but you'd think my kleptomaniacal tendencies would have at least overall effect.

I think you may have just a bit of bad luck. I played through Fallout 3 as Good, Neutral, Evil and what I would do in that sort of situation.

I found it hardest on Neutral as I had Regulators and Talon Mercs after me, but it was definitely the most fun, alothough I never encountered an Enclave Soldier that early.

I found my evil playthrough easier, as I just robbed everyone blind. I had so much money unless it could one shot me I'd just stimpak my way out of trouble. While when I was neutral I kept switching guns because I couldn't afford bullets.

Playing evil, found:

1 raider with sniper rifle(arefu)
1 raider with flame thrower(arefu)
1 enclave soldier(dukov's place)
1 "hitman" ambush when I was somewhat good(defused bomb, found them in a random encounter)
1 "regulator" ambush when I was evil(coming out of The Family's metro)

Haven't really played much beyond fixing GNR's radio because of Mothership Zeta.(killed every living thing on board of the ship that could be killed)
actually most of those are standard. the first two are located in a bombed out house every single time i turn the game on. as for the ''hitman'' and ''regulator'' you only have to meet certain game requirements for them to show up level isn't a factor.

the enclave is weird tho... probably a glitch.

i've had terrible luck tho. i just started a new game yesterday. right after i left the vault i headed strait for the nearby school. i went round back, and just as i started to shoot them the alien ship exploded and sent the firelance down right in the middle of the area. a raider picked it up and one hit ko'd me. TOTAL BULLSHIT.
