I just reinstalled Fallout 3.
Well for mods I feel are required:

Fallout Mod Manager [http://www.fallout3nexus.com/downloads/file.php?id=640] is a must. It also comes with the Script Extender, which is necessary for many of the more awesome mods. However it won't let you sign into Games for Windows live, which I actually recommend you
get rid of GFWL [http://www.fallout3nexus.com/downloads/file.php?id=1086] all-together.

After I removed it, the game crashed less, stuttered less, and ran better.

Unofficial Fallout 3 Patch [http://www.fallout3nexus.com/downloads/file.php?id=3808] also is good. Clears up a lot of bugs and makes the game more stable.

As for other mods:

Fallout 3 re-animated [http://www.fallout3nexus.com/downloads/file.php?id=7670] makes the idle and firing animations better in my opinion.
EVE [http://www.fallout3nexus.com/downloads/file.php?id=8340] completely re-does energy weapons, and makes them more interesting and fun to use.
Enclave Commander [http://www.fallout3nexus.com/downloads/file.php?id=1410] lets you call in your own squad of guys, airstrikes, transport, and a few other things. I find it fun.
-Side note, I use Enclave Commander _Warhammer 40k Edition [http://www.fallout3nexus.com/downloads/file.php?id=5579] because BLOOD FOR THE BLOOD GOD!
Reinforced Chinese Stealth Suit [http://www.fallout3nexus.com/downloads/file.php?id=5981] makes the Stealth suit a lot cooler. However it requires Operation Anchorage to use.
Greenworld [http://www.fallout3nexus.com/downloads/file.php?id=2456] makes the game a lot less brown. It adds trees, grass, and is a great way to experience the wasteland in a different light.
Ironsights [http://www.fallout3nexus.com/downloads/file.php?id=6938] so I can aim down the sights of weapons. Why wait for New Vegas to do that when you can do it now? It doesn't work with many modded in guns however, but the description has a list of compatable modded weapons.
STALKER Armor Mod [http://www.fallout3nexus.com/downloads/file.php?id=5930] because, well I love STALKER :p
Dragonskin Tactical Outfit [http://www.fallout3nexus.com/downloads/file.php?id=10183] is the armor I used in my pictures.

And I don't want to go into weapon mods since I use so much, but I will link to Frederyck Tactical Weapons [http://www.fallout3nexus.com/downloads/file.php?id=3796], which has a lot of sweet real-world weaponry. For weapon mods I suggest searching around Fallout3Nexus for something that tickles your fancy.

My megaton house is decorated with all the unique guns that I didn't use, and the floor is covered in like 90 nuka cola quantums lol

I modded quite a bit before my computer failed, but I only just reinstalled it. I'm looking forward to wastelanding around for hours and hours while I wait for New Vegas.

Hehe, my other character strolls through the wastes in the Regulator Duster, Shady Hat, Sunglasses, and a Scoped .44 Magnum.

He also has a big beard. I call him Professor Badass.

I know you weren't asking me, but I figure I ought to post what I use here as well for you to reference. :) I use the following mods:

Marts Mutant Mod [http://www.fallout3nexus.com/downloads/file.php?id=3211]: Does ALOT with adding/customizing hostile NPC's to give them different appearances. It makes several enemy types, most notably Ghouls and Super Mutants, have a large amount of varied appearances so you aren't killing "clones" all the time. Adds alot more as well.

FACE [http://www.fallout3nexus.com/downloads/file.php?id=6843]: Hair styles and Eyes. Alot of them. I try to stick with more "natural" looking character appearances, but this mod adds plenty of strange ones as well if that's your thing.

GNR - More Where That Came From [http://www.fallout3nexus.com/downloads/file.php?id=1418]: Easily one of the best add-ons for Fallout 3. Adds up to 100 new tracks to GNR's track options, as well as fixing a few bugs. If you want more 40s/50s era music playing while you are smacking Super Mutants, this mod is for you.

Tailor Maid [http://www.fallout3nexus.com/downloads/file.php?id=5424]: Puts pieces of armor, like shoulder pads or belts, from various armor types, in containers in specific locations across the wasteland. Translation? Customizable appearances in your armor that still maintain a lore-friendly appearance. This mod is VERY good.

The Groovatron [http://www.fallout3nexus.com/downloads/file.php?id=3284]: For people who like to screw around and have their character make various poses that look good in screenshots. Not good for much else.

Blackwolf Backpack [http://www.fallout3nexus.com/downloads/file.php?id=2553]: Gives you a fancy backpack to buy off vendors that also allows you to carry more stuff around. Nuff said.

Dragonskin Tactical Outfit [http://www.fallout3nexus.com/downloads/file.php?id=10183]: Already been explained, but you can use this to get your modern soldier groove on. ;P

These are some decent ones that I use. I use a few others as well, but these are ones that I am specifically pointing out as yummy mods for Fallout 3. In any case, you can find plenty of Add-ons at Fallout Nexus to suit your own interests. :)

There are a few other really good mods out there I don't use that I didn't list in that post. It really depends on the kinds of things that you are looking for. One of the best that I didn't list, Fallout Wanderer's Edition, puts immersion into the game in a very big way, but it also radically changes the game. It is basically what "hardcore mode" in New Vegas is looking to be and much more.

FWE was good, but it messed up my computer, so I won't be using it again.
A friend of mine says he found a way to get it to work well, but I haven't got him to really tell me how he did that just yet. My game without FWE is kinda lame, and obnoxious with how much health Super Mutants have.

I thought the same, and also with Mothership Zeta.... it would have been nice to loot all those funny alien objects to decorate my house!

Yeah, they really should keep that in mind when they design these things. It is terribly important we have the ability to decorate our digs with our spoils. :)

I hope we get lots of shiny sequins covered things to collect in New Vegas. It would be awesome to having a pile of Elvis wigs on my bed.

So jealous of people with interesting looking Fallout 3 characters...I need to look into that appearance mod. All of the character faces look basically the same to me (at least the females, and they all look like boys :p).

Need to play more, I'm not very far into it yet so no house for me yet. I think I need a house full of drunken junkie teddies too.
