If you liked Oblivion, you'll like Fallout 3. It's basically that with guns, some new features, and the scenery has moved on from green and is now all brown.

1 - It has it's moments.
2 - Depends on what kind. All the depression does tend to go away when you blow someone else's face in 5 different directions.
3 - A fair amount IMO.
4 - Weather wise, it has a day-night cycle... So... Half the game's during the day, half during the night... But it's up to you really... You can choose to sleep or wait for a few hours and do the quests by day or night only if you prefer.
5 - Haven't. If you don't sandbox and only follow the main storyline, however, it's pretty short. It's an open world game. If you explore, sandbox, do all quests... It'll last quite a while.
6 - Yes.
7 - Haven't played Oblivion much... But from what I gather, it's somewhat similar, but not enough to feel like the same game with a new skin.
8 - IMO, if you like it, one of the few games out there that are.

3. There are some funny things you wouldnt expect, and of course AI behavior that doesn't make sense

5. The main quest is extremely short, wouldn't bother going after it
6. Ya, its a solid buy, get it for PC so you can get the mods though
7. Its a good bit like oblivion, the melee combat is almost copy and paste, at least with the chinese sword it is.

Ok guys i have now ordered a copy of fallout 3 for xbox 360 but guess what, The day after i ordered it from the internet store they said that they were out of fallout 3's so it might take like 5-10 goddamn days until i get it . Im so pissed of right now! But it might arrive earlier but i doubt it.

Everything you want to know about the game is whether it's weather is dark (they're is a new, revolutionary thing as weather that can change), whether it makes you depressed, and does it contain humor and jokes.
Based on what you asked, I'm pretty sure the answer to all questions is "yes".
The game is dark, because it's a freaking post-nuclear wasteland. The weather is dark, look for screenshots.
It makes you depressed, in fact, everything can make a human depressed.
It just depends on how they look at it. If they look at some video game's protagonist that has an awesome life, so you think of how miserable your own life is, and get depressed.
All those pointless arguments in a game aside, I recommend you play this game.

4. There's no weather, although it has a day/night cycle.
5. 3, but I followed the main quest in a misguided desire to see the ending quickly.
