If they want to set Fallout 4 in New York, they could do something similar by implying that it got heavily hit by nukes, but tone it down from what they've said in the past - i.e. instead of it being an uninhabitable hole in the ground, they could say it was more heavily nuked than the rest of the US,
No offense, but not it didn't, TES lore always held that the
greybeards where held in the peoples minds as super beings of the thu'um, because they spent ages learning it, but the thu'um itself was never portrayed as anything near CHIM level. The worst it did pre-skyrim was knock down walls and gates so the nordic armies could invade, in fact, almost all thu'um powers outside that were just made up for Skyrim. Shouts weren't even connected to dragons before skyrim came along.
And while I do agree with the overall point, I honestly dont think they would New york is "that one city EVERY game does" so I dont actually expect to see Fallout go there, its best left nuked, let other cities like Boston take the light.

Except no issues were brought up, timeline wise. D.C. was just nuked many times more heavy then Cali, and Fallout radiation has never worked anything like real world radiation, hence mutant animals. Its 2014, people need to get over it.
Hell, Obsidian themselves have said they wanted to do a Fallout game set in LA, and described it as being like the walking dead, but full of radiation. Even they think "massive city still irradiated 200 years after the war" is an entirely logical and fitting game for the series.

?And we need an interesting confined area. So I mean, it could be LA. Fallout LA. That could be interesting. It?d probably be The Boneyard, which is from Fallout 1. It could be very different. It could be almost a Walking Dead meets Fallout-like thing because of all the radiation.?
