I recently built a new system and just got the GPU a few days ago, now Fallout: New Vegas has relatively low fps albeit infrequently. Doesn't seem to matter much if I have the settings on low or ultra high.
Other games are behaving similarly, like Dead Rising 2 and Saints Row 2

It might be some incompatibility issues, I really don't know. I feel like my system should be able to handle things better than this, especially since my old system could handle Fallout 3 with most everything on high and that was definitely a crappier build.

Here are the specs for my current system:

Mainboard : Gigabyte H55M-USB3
Chipset : Intel H55
Processor : Intel Core i3 530 @ 2933 MHz
Physical Memory : 4096 MB (2 x 2048 DDR3-SDRAM )
Video Card : ATI Radeon HD 4870 (1 GB of GDDR5 memory)
Hard Disk : ST31500341AS (1500 GB)
Hard Disk : ST3160023AS (160 GB)
Hard Disk : WDC (500 GB)
DVD-Rom Drive : LITE-ON DVD D LH-16D1P ATA Device
DVD-Rom Drive : TURSH HMVCLYJCP SCSI CdRom Device
Monitor Type : ASUS VH232H - 23 inches
Network Card : RTL8168/8111 PCIe Gigabit Ethernet Adapter
Network Card : RT2800 802.11n Wireless LAN Card
Operating System : Windows 7 Ultimate Professional 6.01.7600
DirectX : Version 11.00
I have the Antec 1200 Case

Any suggestions or info is greatly appreciated.

Is the lag constant or spiky?, like do you get low fps for some time or just a sudden hitch?

If you're getting periods of sudden lag followed by relatively smooth gameplay, check your fan's working. My laptop occasionally overheats and causes similar framerate issues.
