My problem with this game is that everything they are adding in that is "new" really isn't new. In fact, I think everything minus the new map has been done by modders.
Hardcore mode = Fallout Wanders Edition Mod
Weapons = Many mods
Animation overhaul = Animation Mods
Better aiming = FWE ^^^^^^^^^^^^^

And everything else looks and sounds the same. So is this game a mission pack or is there more that they haven't announced yet?

Yep, it's pretty much the same.
New location, new weapons, new enemies, new quests, new factions...

To me, it looks like this is a game for fans of Fallout 3. It provides new content without changing the overall feel of the game. What's wrong with that? We're now in the desert of Nevada near Las Vegas instead of the wasteland near washington D.C.

People keep complaining about the game staying the same, yet Fallout 3 was incredibly successful and fun, the developers didn't want to change that, so they basically introduced more content for players. They want another successful game.

They didn't stick their dick in it and change a WHOLE BUNCH of stuff. Last one worked so most likely this one will.

They didn't have to set in in New Vegas, they could've set it in say "China" or "Japan"
and it would have looked completely different to the wasteland.
