They should take a look at the S.T.A.L.K.E.R series if they really want to get an idea of how to make an open, living world work from an FPS viewpoint. Sure the areas aren't huge, but it feels well and truly alive.
I was going to make mention of this, but I thought it might be a little too fanboyish and distracting. But yes, I don't think there's any open-world shooter that offers the immersive qualities of STALKER. Loved Fallout 3, but the STALKER games are the ones that felt really "alive" and did a fantastic job of providing that feeling of progression while still giving players the freedom to do whatever the hell they wanted. Cordon and Garbage alone (the first two Shadows of Chernobyl areas) could easily eat up more time than the full length of most FPSes, but they never slipped into routine. I really liked Far Cry 2, but it was never able to pull that off to anywhere near the same extent.
