Honorable mention needs to go to Shinji Ikari. The fact that Shin Seiki Evangelion is my favorite anime aside, his little "stunt" with Asuka at the beginning of End of Evangelion was one of the funniest things I've seen in anime.

I'd have to say my favorite would be Haruhi from Suzumiya Haruhi no Yuutsu. Close seconds are Louise from Zero no Tsukaima, Vash from Trigun, Shana from Shakugan no Shana, Hinata from Naruto and Mimiru from .hack//SIGN.
