This is from the anime's english dub and I'm not sure it's correct, since the sub says this:

"Only those that are prepared to fire should be fired at."

The first one makes more sense though. Those who know for sure may clarify that for me.

Dubs usually try to make the dialogue make sense to the target region for said dub, while subs tend to try to be more of a literal translation.

Take for example Neon Genesis Evangelion. In one of the early episodes, Shinji Ikari and Asuka Sohryu have to live together to work on perfectly synchronizing their movements in the Evas.
While they're training in the house Shinji's friends and the class rep stop over to check up on them.
In the subbed dialogue, they (in unison) say in response to the horrified expressions of their classmates when they both appear in the same clothes, "Well, Misato said the Japanese begin by dressing the part, so she made us..." In Japan, this is pretty much pre-marital relationship activity where two lovers basically live as though they were actually married (at least, as I understand it).
Naturally, this doesn't carry over well to English and America, so the dub changed it to:
"It's all Misato's fault. We have to eat, breathe and sleep together..."
It basically implies the same meaning, however each separate version is in literal meaning more understandable by each languages' respective region.
