Obviously there are exceptions that's why I'd have to say Hammer from Fable 2. She manages to be tough and a nice person.

Why does everyone love Tali so much?
She's neither hopeless nor a *****. She manages to be dangerous and capable in a battle with a sweet and funny disposition elsewhere. It's good too because Miranda and Subject Zero/Jack definitely fall into the ***** category. Then again, Jack has her reasons.

Samus quickly earned a tie with GLaDOS as my all-time favorite female character. Honorable mentions go to Paine from FFX-2, Alyx Vance, and Chell from Portal.

Wow... so many. Absolute favourite has to go to Cortana, closely followed by Bastilla Shan, played by my two favourite voice actresses.

Others well up there in descending order of preference are: Miranda, Leliana, Faith, Tali, GlaDOS, Grim and EDI.

Helpless damsels and outright shallow bitches do nothing for me.

I agree 100%.

In addition to Ms. vas Normandy, I have to say Joanna Dark (Perfect Dark), Juno Eclipse (The Force Unleashed), Bastilla Shan (KOTOR), Jill Valentine (Resident Evil) and Anya Stroud (Gears of War).
Never played The Force Unleashed or Perfect Dark but I can back you up on Shan, Valentine and Stroud.
The Force Unleashed is one of my favorite Star Wars games, and Perfect Dark is still one of the greatest shooters of all time. It's on the Xbox LIVE Arcade for 800 points, a freakin' steal if you ask me.
