Kenshi from Mortal Kombat. There's just something about a crimson blindfold that makes for a true, telekinetic badass.

Setsuka from Soul Calibur III and IV. She wears a lovely pink kimono (If you think she looks like a Geisha, then you know nothing about Geisha), and her weapon is a Iai sword concealed in a parasol.
Plus, she can kick any other fighter's ass. She's decently powerful, incredibly quick, has almost no recover on most of her attacks, and has Mirror Blade.

Oh man I remember this game! Talon was a beast.

My personal favourite though has to be Blanka. He was always my favourite back in the SNES days and he still is now, especially against all those shotos online.

edit: I also liked Raphel's subtle vampireism in SC4. I always liked Tusk in Killer Instinct when I was a kid too, though in retrospect he was kind of silly. And a couple of SSB characters, but do they really count?

I'm torn between Ibuki from SFIII and Chipp-Zanuff from the Guilty Gear series. Ack.

I'll say Chipp, mainly because I'm not THAT good with Ibuki. Not that I'm all that great with Chipp, but meh.
