Actually, the Clock King was two-shot.

Anyway, obscure villain... How about...The Master? Doctor Who villain.

Emperor Percival Tachyon from R&C Tools of Destruction. He's like a whiny 9-year-old kid, he has the classic R&C humour...and...well...his name's fucking Percival
I personally prefer the nefarious Dr. Nefarious. Especially when he gets mad.

He's been going for forty years now, and made a massive come back on national television.

But I suppose to American audiences... fair enough.

I'd like to nominate Karras.

Wasn't the "Clock King" a one-shot villain anyways? I only remember him from that episode Batman has to slow down time somehow to toss a bomb into the river.

Walter Bernard. From Lament Of Innocence.
Hey man, Dracula is not exactly an obscure villain.
Ah, but he was not Dracula. He came before Dracula. If you remember, Mathias Cronqvist, Leon Belmont's friend in LOI, later became Dracula after stealing Walter's soul.

For years, I'd had an avatar of The Master (as seen in The Deadly Assassin episode) for message boards and hardly anybody got it. That being the case, he has reasonable obscurity.

Yeah, you're probably right. Shame though, because he is an amazing villain.

Bartholomew Kuma, best villain ever

I will be amazed if anyone knows who it is
Wan Pisuu!

The big badass bear who can do... something with the atmosphere and be very, very scary!

Yeah, I know Kuma, and I am very afraid of him too.

On the topic of One Piece villains, Sir Crocodile is a brilliant one. He nearly destroyed an entire kingdom and he has the complete control over sand. Really, he can send sandstorms to destroy towns, suck all the water out of any living thing and kill them, create quicksand to drown people in. He has a really sadistic laugh too.

Just look at the guy!

Well yeah but I still think he's cooler. Kizaru is scary sure but he's still goofy and has a really weird voice, as for Moria well... his neck looks wrong and he needs am armada of goons to back him up, including a skyscraper-sized monster. Crocodile had brains, he created a fail-safe plot to take over Alabasta and would have succeeded if it wasn't for the Straw Hat pirates. I really don't think any other One Piece villain compares, apart from Kuma, he is a lot scarier but not as cool IMHO.

Woo! I love One Piece-related nerd-outs, I hardly ever get to talk about it with anyone. ^_^

The robot-ninja-dragon-turtle from the Jazz Jack Rabbit Finale. Yes. Not just a turtle, but a dragonturtle, with ninjaskills, and some robotflavour.

Mine has to be the clock king from the 93 batman cartoon. His whole schtick was that he was basically an obsessive compulsive fascist.
Oh god yes. Clock King was so awesome. The original comics version of him was so cheesily bad but the reinvention of him in the series was awesome, hell I sympathised a lot with that guy about freaking over punctuality.

Though I wanna give a shout out to Scissorman from Clock Tower, the first one. Scary and relentless in the Michael Myers way.
