I would say
-Janice from the latest episode of Casshern: Sins. Something about her spoke to me, she lacked a lot of definition but something about her was intriguing to me.
-The entire LINDA team from the "Love and Monsters" episode of Doctor Who. So many people hate that episode, but I think their opinions are crap. The episodes characters were all sweet people who for the own reasons wanted to meet the Doctor only to discover that their interest in the Doctor has lead to something better, great friendship. There are a lot of things that are left unanswered, but it is a good depiction of what happens when you meet the Doctor. Chances are your life will be left in ruins, or your life will never be the same in some way...its the unfortunate truth of his legacy.
-Babydoll from Batman The Animated Series. I think she reappear in the revamped one, but I consider that...a separate arena of Batman. Babydoll was a great character to me. She was trapped in the body of a child, unable to fully utilize her talent and stuck as being a "has-been" because people did not take her seriously. At the end of the episode where she has a complete breakdown after seeing the illusion of an adult body in the house of mirrors, you can't help but just feel terrible for her. Hell even Batman kneels down and holds her as she just sobs and apologizes because he feels bad for her.
I'm sure I'll think of other characters later...
