Psychonauts he has, and loves but I'll have to mention Steambot Chronicles, sounds right up his alley.

Jet Set Radio Future on the Xbox.

I'm pretty sure it was only ever released for free as part of a demo disc, yet it's one of the best games i've played.

Viewtiful Joe.
The game was amazing. The way Joe's special abilities were handled was perfect. The game never really limited you on your use of powers but you never felt overpowered either (actually it's a very difficult game).

Don't know exactly what your friend is in to, but a few of my PS2 favorites that haven't yet been mentioned would be "Shadow Hearts: Covenant" and "Disgaea." SH is mostly for RPGers, but Disgaea is fun for just about anyone. And addictive. Very... very... addictive.

Timesplitters: Future Perfect. This was a WAY better shooter than the Halo games with better local multiplayer and more diverse levels, weapons, characters and pretty much everything. Plus it has a simple but enjoyable story mode.

edit: you may also recognise it as the game that Ed is playing in the movie Shaun of the Dead.

I managed to track down the last copy in my city to show up in a gamestore for almost a YEAR. A YEAR.
So I'm going with that, too. (It's called Nocturne out side of Europe, worth noting)
And the Viewtiful Joe games, if you can live with heart crushing difficulty.
And Eternal Poison if your into Tactic games.
Romancing Saga is a great RPG, remake of an SNES game and it does it well.
And Shadow Hearts Covenant and From The New World. The first one, Shadow Hearts, is a give or take, but the characters in it are great, it lacks the cheeky charm of the sequels.
I'm sure there are more, I just can't drum them up right now.

Baten Kaitos and Origins on the Gamecube. I will never miss a chance to tell people about these.

Okami and Beyond Good and Evil. Two of the best games I have ever played in my life.

Beyond Good and Evil was a nice hidden gem of a game, with great game mechanics, a quirky artistic style to every aspect of it, and a fantastic sci-fi story.

Okami is simply the most beautiful artistic experience of my life. Great story, great music, great gameplay, and a GORGEOUS graphical style that looks like you stepped into a Japanese painting.

Get. Them. Both.

EDIT: Also, Ico and Shadow of the Colossus. Two games that far too many people still haven't played. Both amazing in their own right, especially for those who enjoy the artistic aspects of video games. Obviously, I'm one of them. :p

Oh man, why did I not instantly think of TimeSplitters 3 when I made my post? ...and 2 was awesome too! I spent so long playing those games with my friends, and so many hours just creating all kinds of maps... what great games.
