I really don't understand the queston exactly but i'll go for Conniving Girl in Persona 4. You're such a ***** Conniving Girl. I like it... Other worthy contenders are Rumour-Loving Student and Knowledgable Student. I quite like the one woman who is strategically placed to tell you about the fast travel button in the first area of the game. She goes on about the square button being good for shopping or some shit. Fuckin' hilarious.

Honestly it's a difficult question. I guess some people could say the shop people in Dark Souls? Not me obviously because they're just random menus that make my stuff better instead of actual characters as far as i'm concerned. Some people like the way DS does story, I for one, do not.

Voice but not animated? Glados (Irrelevant of the last level). As for animated but not voiced....I don't consider them a character. Like Gordon Freeman. Yeah, his name is thrown around by everyone in Half-Life...but he never talks. So he can't really have a character since he does nothing but do what people tell him to do. But then again, I fucked hate silent protagonists. I fucking raged when I played F.E.A.R. 3, expecting Point Man to have a voice and a name. Nope. Officially still called Point Man. WTF!? Are the writers that goddamn lazy they can't even give him a name!?

How is this impossible? I already make an example of some really awesome characters from a game I played [in my opinion of course].

Uhhh? Anton Corvo? He was seen in the marketing material, but I haven't seen him in game yet, nor heard him speak. Course I haven't finished it yet.

Your Legend of Grimrock characters? They are just portraits. That's all of really got for more recent releases.

Edit: OHHHH! You! As the commander in XCOM: EU! They talk to you, and you never talk back or see yourself! I AM BEST CHARACTER!

Let's not forget the bone-fractured and jellyitis-afflicted suckers, or the alien DNA brigade whenever it would come rolling in the doors, forcing the hospital to open up a special clinic to treat them and them alone! I liked how those alien guys looked because they were so... weird, but it was still annoying to have to do an emergency restructure just to be able to treat a single emergency case :v

Is he insane? Is he below the age of ten? Do his troops actually respect him?
Nobody really knows the answers to these questions until they select the same unit repeatedly over a small amount of time.
When they do, it's hilarious.

He is not depicted in either 3D or 2D, nor does anything he apparently says appear anywhere.
One could even suggest that he is a psychic madman that has complete and utter control of those that exit his "field headquarters" (which are actually cult recruitment stations). This otherworldly monstrosity is who you appear to play as in singleplayer and multiplayer, but even that is rather vague.

In that case, my choice is Lilly Satou from a little game called Katawa Shoujo [http://katawa-shoujo.com/].

She isn't animated save for her title sequence to her part of the story, and she never "speaks" per-say. It's all text.

Actually, a lot of the characters from Katawa Shoujo might fit that criteria, given the chance.

Floyd from t'old text adventure Planetfall was pretty cool.

There's an awful lot of Visual Novel characters that could fit here, too, but I guess it's debatable whether or not the term "game" applies to many of them.

My favorite character who never had a voice?
The Grey Warden from Dragon Age Origins.

Kind of a cop out because their (I played DAO a lot) personalities were all dictated by me, but I did genuinely like them and they were never voiced.

Lightning's face from FFXIII Ba-dum Tish. No, I don't think I've played a game where the characters weren't animated in some respect.

I was going to say Fuyria from Record of Agarest War because all the cutscenes are still pictures with voice acting but she's animated when you use her in combat.

Wait I've got it!
The AI from Defense Grid! You know the Brittish one who liked raspberries. He was pretty cool and never had an animated form.

As far as a character with neither an animation nor a voice I don't have one... Sorry I'm not old school enough to have ever played a text adventure.

Yeah, that was the first thing that came to mind for me too.

For the purposes of this thread, would characters from visual novels be considered 'animated' because they have different model portraits that are swapped out during conversations to convey different emotions/body language/etc.?

Because they're not 'animated' in the same way that, say, a cut-scene from Final Fantasy or Metal Gear Solid is.

I want to say Nestor from Nestor's Funky Bowling but he was animated in that...Nestor should have been given another chance. Why isn't he in Smash Bros dammit?!

OK, no voice and I don't recall him ever being animated. I think later editions of Final Fantasy VI did give him some movement patterns but here's mine:
