I'd have to say Kludd ( http://images.barnesandnoble.com/images/7120000/7124180.jpg ) and his mate Nyra ( http://www.freewebs.com/gylfie_elf_owl/Nyra.gif )(up until book eight anyway. Every book after that one sucked) from the Guardians of Ga'Hoole books. Emphasis on the work book. The movie versions of these two can go to hell. (or Hagsmire if you'd prefer)

When it comes to movies, I'd have to agree with Darth Vader.

As for comics... definitely Venom. The original, from the old Amazing Spiderman comics. Basically all of the newer incarnations of him have been shit, I'm sad to say. I liked the original for several reasons, and I'm sure it was partly because I have a thing for insane characters.
I liked how he was so big, yet still quick and nimble.
I liked how clever he could be. The way he used his shapeshifting to its full ability.
The way the symbiote knew how to mask itself from Pete's Spidey sense.
The way he knew from the very beginning who Spiderman really was.
And most certainly his screwed system of morality. He was an interesting character, with many sides and facets.
Nowadays they seem to mostly envision him as another lunatic killer with a gimmick for Spidey to fight. So much potential wasted.

Dr. Doofenshmirtz, that dude was a friggin genius. He invented a magnet to attract wood (using it to destroy a beaver dam, flood the worlds oceans, raising the sea level by 2 and a half feet, to make his condominium valuable beachfront property), a laser that could instantly destroy anyone who cant make up their mind (admittedly it was probably just a normal laser), invented a laser that could turn anything into bread, and waved a giant magnet around his ex girlfriends house to erase some embarrising phone messages he left on her answering machine. He even stole all the lawn gnomes out of 3 states in order to exact revenge on his father.

Although his best plan was undoubtedly when he stole all the worlds tinfoil, covered the western seaboard in tinfoil, and then threatened to use a giant magnet to pull the western seaboard across the united states and reverse the rotation of the earth. Now THAT's an evil plan.

Unfortunatey, I cant find any good clips of the guy in rare form (aka when he describes his best inventions, so I was stuck with one of his more normal ones

BTW: YES I know the show is on the Disney channel, I found this guy flipping through the channels one day. Now, I tune in to the show whenever its on just to hear Dr. Heintz D. Doofenshrmirtz's hillarious schemes

And I mean like AHM/Revolution saga Megatron. The one that BLEW A HOLE through Starscream, ripped Optimus' spark out, unleashed the swarm ,beat Omega Supreme (for a time), tamed sixshot, and dropped a nuke on new york.

It is because thats not Eddie Brock in the symbiote anymore, its Scorpion aka Mac Gargan.

This definitely calls for categories!

Comics: Winnowill from ElfQuest. Beautiful, evil, brilliant, and more powerful than (almost) any other living Elf. And she never...ever...dies.

Video games: so many great ones but probably Mephisto from Diablo 2. (Kerrigan gives him a run for his money)

Books: Nyarlathotep. If he counts as a villain.

Anime/cartoons/whatever: Shredder!

It's all about Dr. Facilier from the relatively new Disney movie, Princess and the Frog.

He's a badass voodoo master, with an army of shadows under his command, and tons of tricks up his sleeve. He rules.

The IGN comics. One guy did a modern day reboot with the Infiltration (starscream hole), Escalation (dead optimus), Devastation, Revelation books. Someone continued it with the All Hail Megatron four volume series. All comics. AHM is dark, but it is only the first two, third is a (good) spotlight (I love drift...), fourth is the coda, which needs to be read by any transformers fan JUSt for the one centered on bumblebee. Extremely dark, and a great follow up to Sam's last line in volume two. MEgatron isn't there any more, but he screwed everything up so bad, that the autobots are getting attacked by the humans.

And I have an addition to the villain list: Richard from LFG. the orphanage attacked first
