Ghandi from Civ 5.
You know he's the enemy of the world in that game.

In all seriousness though, I like my villains to be only barely "evil" the more relatable they are to you the better.

Take for example, a villain like Teyrn Loghain. The guy has a list of crimes longer than the attempts I made at spelling his freaking title, and all for what? So he can have the power to defend against a distant enemy instead of the one on his doorstep. Silly man, silly plan.

Now, people like Atris come to mind, and they think that what they are doing is right, and in any other position, you might agree with them. That is a villain I can get behind.

I've got a few favorites, and none of them are from games. Ha! Thinking outside the box.

Ladd Russo and Graham Specter from Baccano!

These guys are insane, murderous fiends, but they are just so amazing to watch that I find myself loving them anyway.

Also Johan from Monster. That guy gives me nightmares.

Finally, Jack Noir from Homestuck. It's always hilarious when you take his POV.

I like Alex from the Golden Sun games. After three games you still don't know what his real intentions are. I mean, does he just want power, or is he trying to restore the world to its former glory, and getting power just happens to be a nice bonus? Is he really evil, or does he just have trust issues or something, so he doesn't let you in on his plan?

Also, he's a water adept, and Piers was always a great character.

ganon and bowser are two choices that readily come to mind. Nemesis would be cool if he had better lines.

Goombas are pretty cool in all their variations.

edit: and of course, let us not forget m. bison.

While I like many villains, such as Sephiroth, Kuja, Ganondorf, and the like. My personal favorite villain would probably have to be

Saren from Mass Effect. He's cold, hard, and ruthless. At the same time, he honestly believes what he's doing is the right thing. And he isn't afraid of who or what is going to be affected by his actions. That is, unless you somehow instill a seed of doubt within him. Not to mention he has a pretty awesome theme.

Well I'm going to pick the riddler, because he escaped batman and got to brag about it.

On the basis of how much I actually like them, I'd have to say GLaDOS.
Or Wheatley, I guess, since he technically counts as an antagonist.
On the basis of how much they genuinely intrigue and frighten me, I find nothing more intriguing or frightening than the Markers from Dead Space. Those things wouldn't even need the necrmorphs to kill me; I'd be so completely batshit insane from just being in close proximity to one that I'd probably end up killing myself. And they're basically inanimate objects; inanimate objects that can see the deepest, darkest parts of your mind and use them to tear you down piece by piece.
