I'll go with Silent Bob's wise words in Chasing Amy, Glenn Cullen's raging dissection of his colleagues in the finale of The Thick of It (not dramatic, but still brilliant), The Ferris Wheel Scene from The Third Man, Jules Winnfield's final speech in Pulp Fiction and The Chess Scene from The Wire:

Anything that comes out of Master Xehanort's mouth that's longer than five or six words is an awesome dramatic monologue.

ANYTHING.

This also applies to his other selves, especially his Heartless.

"This bursting dance of cosmic decadence and withheld permissions
twists all our arms collectively, but if sweetness can win - and it can - then I will still
be here tomorrow to high five you yesterday my friend, peace."

- The Royal Tart Toter, Adventure Time.

Short, sweet, solemn and unexpected.

LOVE this scene. So much emotion! I don't even like Shakespeare and I'd call it Shakespearean!

Anything Lelouch says or does in Code Geass. Such a freaking awesome drama queen.

This is still one of my favourite scenes ever

The first episode of season 2 is even better. "It wasn't me who was wrong... It was the WORLD!"
